so happened however that when in 1902 (the year in bigh sterling salaries were instituted) the post of Deppty Superintendent of Police was removed from the third to the second class, the officer appointed to it Lyons

Captain - was newly transferred from another Colony, and came automatically under the sterling scheme, and no dollar equivalent was fixed for the salary of the post. The old dollar salary was erased, but no substitution made: the column was left a blank. This is now officially read to mean that a dollar officer if appointed is required to undertake on third class) salari
the duties and responsibilities of a post acknowledged to rank in the second class; and (unless the claims of dollar officers are to be
entirely disregarded) becomes a practical denial of the increased import-
ance of the post, and of the already approved necessity for increasing the
emoluments pertaining to it.
Moreover, even if I am permitted to accept the offer made in section 4
of the Colonial Secretary's letter of 18/9/11 - a proposal, I would note,
which finds it necessary to add the first increment to the second class
sterling salary for comparison with the third class salary under the
dollar scheme which I now draw my position would still not be improved.
For apart from the objections detailed in sections 7 of this letter,
I beg to point out that as a married man 1 should be obliged under the
conditions of the sterling scheme, in the position of District Officer, to pay a house rent of $1080 per annum: the equivalent of £94.10.0 @ 1/94 If therefore I accepted the suggested salary, I should draw:-
